The Secretary is responsible for leading the Department to ensure it meets its legal mandate, the Government’s objectives, mission and priorities captured in the PNG Vision 2050 and MTDP. The Secretary reports to the Minister for Planning and to the Chief Secretary for the Government.

The Internal Audits Unit reports directly to the Secretary. Its key functions are to carry out frequent and ongoing audits of the department's finances and accounts to monitor operating results; verify financial records; evaluate internal controls; assist with increasing efficiency and effectiveness of operations; and to detect fraud.

Internal audits identify control problems, and aims at correcting lapses before they are discovered during an external audit. The Internal Audit unit and their performance are subject to independent (external) auditors.
